I think Activision is looking at the long-term gain for Destiny. I think they meant franchise when they called it a “platform.” They invested heavily into the first one because they wanted to develop a solid base that would allow them to make sequels for significantly less money.
I imagine that a good chunk of that $500M will go into heavy advertising because they want to have Destiny turn into their new Call of Duty. And I think they only mentioned how much the game would cost to show their investors how much they believe in this game.
I honestly hope that it works out for them because so far, Destiny looks like a bland mix of Halo and Borderlands; I really hope I wrong because I want to be excited for it.

It is going to be pretty interesting to see how this whole thing turns out. Lots of upfront money on a new IP. Seeing how most companies are scared to put any real time money or investment into those kinds of games makes me wonder just how scared devs will be to really try anything innovative if this flops.
